Sec. 320-20 lists 23 permitted uses (offices, port and marine uses, warehouses, wholesale, petroleum storage, banks, restaurants, car rental, etc.); convention centers, educational facilities, hotels and libraries/museums are special exceptions requiring city commission findings about future industrial land needs.
