Miami-Dade County commissioners unanimously approved a Community Development District that can provide up to $149 million in infrastructure financing for the redevelopment of the former Shops at Sunset Place in South Miami. Midtown Development, led by Alex Vadia, is proposing a mixed-use project with 1,513 residential units, more than 200,000 square feet of retail space and a 1,300-seat movie theater, with towers of up to 33 stories designed by Heatherwick Studio and ODP Architecture & Design. Traded reported the approval in September.

What the district pays for

The Downtown SoMi Community Development District covers about 10.16 acres bounded by US 1, Red Road, Sunset Drive and SW 58th Avenue. It can issue tax-exempt bonds to fund infrastructure, including a $49 million parking garage, a $41.7 million chilled-water plant, roads, utilities, landscaping, stormwater systems and traffic signals. The bonds are repaid through special assessments on property within the district.

Why it matters

Special districts like this one let a developer finance expensive infrastructure at tax-exempt rates and spread the cost over decades. That makes ambitious redevelopment of a dead mall feasible. The cost does not disappear, though. It becomes an annual assessment carried by whoever owns or occupies the property, which means residents, retail tenants and future buyers. A retail tenant on a triple-net lease in a district like this pays its share of those assessments on top of rent and property taxes.

The timing fits the retail market. Miami-Dade retail vacancy was 3.0% in the second quarter, according to Cushman & Wakefield, and the construction pipeline reached about 1.3 million square feet, its highest level since early 2023, with most new retail being built inside mixed-use projects rather than as standalone centers. A redevelopment that pairs 200,000 square feet of retail with 1,500 homes is exactly that model.

Sunset Place is also part of a wider trend of aging malls and big-box sites becoming dense mixed-use neighborhoods across South Florida, in Pompano Beach, Davie and elsewhere. Each one adds residents, shifts retail demand and sets new benchmarks for what land near major roads is worth.

What this means for you

If you are leasing space in a new development, ask whether the property sits in a Community Development District or other special assessment area, and get the annual assessment in writing as part of your occupancy cost. If you are buying, the outstanding district debt and assessment schedule belong in your underwriting. If you own a large commercial site that needs major infrastructure to redevelop, a special district may be part of the solution.

AXCESS Commercial helps clients understand the full cost of occupying and owning property, and leases space, lists properties for sale and manages buildings across Miami-Dade.
